Dr Cooling specializes in cases of personal injury and he has considerable experience in the assessment cases of post-traumatic stress disorder, anxiety, depression and other psychiatric disorders resulting from major disasters, work-place accidents, road traffic accidents, medical negligence and sexual abuse. He is a Panel Member for The South East Fermanagh Foundation (SEFF), which provides support and treatment for victims of terrorist events.

Dr Cooling provided the original expert psychiatric evidence for the Hillsborough Disaster, the Omagh Bomb Case and the Childers Fire Disaster, in Australia. He has provided expert opinions for the Bradford Fire Disaster, the Paddington Rail Crash, the Sowerby Bridge Disaster and multiple terrorist events. He has assessed cases in Holland, the United States, Australia, South Africa and the Republic of Ireland.

Dr Cooling has provided expert evidence for the Irish Redress Board, in cases of physical and sexual abuse. He is now providing evidence for The Lambeth Care Home

Dr Cooling provides assessments of Mental Capacity, organic mental disorders, brain injury and he provides opinions for Employment Tribunals.

In addition to personal injury cases, Dr Cooling undertakes prison assessments, including Parole reports and mental health evaluations.

Dr Cooling provides opinions for insurance companies, government departments, local authorities, police forces and pensions agencies.

He maintains a large medico-legal practice with 45% claimant cases, 45% defendant cases and 10% joint instructions.

Dr Cooling often undertakes home assessments and he does not have a waiting-list. He runs clinics in Devon, London and Yorkshire. He provides home assessments in South Wales. Dr Cooling also works in Belfast and Dublin.

Dr Cooling is active in the Third Sector and previously acted as Independent Auditor for Cardiff County Council.

I am a Consultant General Psychiatrist with a full time practice in medico-legal psychiatry and I
have been undertaking private practice since April 1992.

Previously I was a Consultant Psychiatrist in the NHS at St Luke’s Hospital in Huddersfield and
before that I was a Senior Registrar on the East Anglian training rotation in Norwich and  Cambridge.  I trained both in General Psychiatry and Old Age Psychiatry.

I specialise in personal injury cases, medical negligence cases and in providing opinions on major traumatic events, for example the Hillsborough Stadium Disaster, the Omagh Bomb Case, the Hyde Park Bomb and the Childers Fire Disaster in Australia.

Until recently I was the Independent Audit Panel Member for Cardiff County Council, with responsibility for auditing an annual budget of £875 million and I am a retired Magistrate and served on the Huddersfield Bench.

I have had a substantial and long involvement in the Third Sector, being a previous charitable trustee and I have completed a certificate in Interpersonal Skills for Volunteers at the University of Wales (Lampeter).

I continue my voluntary sector involvement and my academic studies in this particular field.

I have been involved in educational training for the Royal College of Psychiatrists and I have run an Expert Witness and Report Writing Workshop for the Royal College, on multiple occasions and I also act as the psychiatric trainer for the Approved Clinician Training Programme for the South West Division.

During the last 10 years, I have had an increasing caseload of sexual abuse cases in particular and I have previously provided multiple opinions for the Irish Redress Board as well as the Manchester cases. I have provided evidence for the Medomsley Case.

I maintain a prison psychiatry practice, offering independent psychiatric opinions and particularly opinions regarding Fitness to Plead and other issues which are relevant to forensic medico-legal practice.

I have a small international practice, having provided evidence in America, Australia, South    Africa and Europe.

I have provided expert evidence for the Omagh Bomb Case, the Bradford Fire Disaster, the Sowerby Bridge Disaster, the Hillsborough Disaster, the Childers Backpackers Hostel Fire in Australia, the Paddington Rail Disaster and the Dunkeswick Plane Disaster.

I have extensive experience of assessing police personnel with mental health problems and I have previously been appointed as the Force Psychiatrist for West Midlands Police, the Metropolitan Police, Greater Manchester Police, Merseyside Police and Nottinghamshire Police.

I was instrumental in setting up the National Service for Police Psychiatry in the year 2000 and
I have advised the Home Office regarding mental health policy with respect to police personnel. I continue to provide advice and expert evidence in this field.

I am a Fellow of the Royal Society of Medicine and I have always maintained a very active interest in Continuing Professional Development and in medical education in general.  I have extensive experience of teaching medical students, psychiatric trainees, General Practitioners and other doctors.
