Description
Mr Adrian Lugg is an independent Drug Expert Witness and founder of The Drug Expert Witness Service, based in Hampshire and available for instructions throughout the UK. A former police officer with 14 years’ service, he draws on substantial investigative and expert evidence experience gained through frontline policing, detective work and specialist drug-related casework.
Trained as a Drug Expert Witness in 2018, Adrian went on to work as one of Hampshire & Isle of Wight Constabulary’s full-time drug experts and later served as Drug Expert Witness Coordinator and Force Drug Advisor. His work has included the preparation and quality assurance of expert evidence, peer review of reports and the interpretation of drug-related evidence for complex criminal investigations.
Adrian provides independent expert opinion for both prosecution and defence. His expertise covers drug possession and supply, organised crime and drug trafficking, County Lines activity, encrypted communications including EncroChat, drug line quantification and valuation, cannabis cultivation, the distinction between CBD and THC products, and the roles and responsibilities of individuals within drug supply organisations.
He also provides opinion on drug terminology and slang, dealer and tick lists, packaging, imagery, proceeds of crime issues and patterns of supply within prisons, festivals and wider criminal markets. His experience extends from street-level cases through to wholesale supply and organised crime group investigations.
Adrian has produced expert reports in hundreds of cases and has extensive experience of peer reviewing drug expert reports. He has also given live evidence in Youth, Magistrates’ and Crown Courts. His background enables him to explain technical and evidential issues in clear, practical language while maintaining the independence required of an expert witness.
