With over 14 years’ policing experience, and 11 years as a full-time Expert Witness, Gary Carroll specialised in investigating serious drug-related crime, including County Lines, Organised Crime Groups (OCGs), local and national drug supply networks, and complex drug production investigations.
Gary has worked as an Expert Witness throughout the Midlands, providing independent expert evidence for criminal proceedings. During his policing career, he served as a Controlled Drugs Liaison Officer (CDLO), specialising in the regulation, management and enforcement of controlled drugs within healthcare settings.
Gary has extensive expertise across both illicit and controlled drug markets, with particular specialist knowledge in Medicinal Cannabis. He has acted as an advisor to several UK companies operating within the medicinal cannabis sector.

Dean Mowbray brings over 20 years of policing experience, including 15 years as a detective specialising in organised crime and drug trafficking investigations across every level of the supply chain.
A qualified Detective Sergeant, Dean investigated County Lines operations, Organised Crime Groups, local drug supply networks and sophisticated drug production cases, concluding his policing career with the Regional Organised Crime Unit.
Dean provides independent expert witness services in relation to all major illicit drug types, with additional specialist expertise in Image and Performance Enhancing Drugs (IPEDs). He also delivers bespoke training and CPD events for law enforcement professionals and partner agencies.
